 Plugin Dependencies should be a good route to solving the former part.

 For the latter, incidentally WooCommerce does ship with sample data (csv
 and xml files in its sample-data directory). If there were **a convention
 for including sample data** to be imported for Playground, it would also
 be very useful for E2E testing.

 I.e. incentivising plugin developers to prepare a set of sample data then
 reduces the work needed to add E2E tests, and provides that sample data to
 other plugin developers who are looking to extend that plugin and want to
 write E2E tests.

 E.g. I've been working on a plugin that integrates with WooCommerce and a
 different plugin that integrates with KB Support. It has been easier to
 write E2E tests for my WooCommerce related plugin because WooCommerce has
 provided sample data.
