 The trac templates need to be synced because [https://github.com/WordPress
 /wporg-mu-plugins/pull/455 this change updated the footer's HTML & CSS].
 You might not see the issue if the old CSS is still cached.

 I should have run
 [https://github.com/wordpress/wordpress.org/blob/trunk/trac.wordpress.org/templates
 /update-headers.php templates/update-headers.php] as part of merging that
 PR, I can do it shortly.
