 In the course of moderating a photo, a moderator may find that the photo
 has already been published somewhere on the internet. While the Photo
 Directory doesn't require exclusivity or initial publication, its limited
 resources often makes it difficult to verify ownership of the photo. In
 such a case, the photo is often rejected due to possible copyright
 infringement.

 Within each rejection email is verbiage providing a general explanation
 for the relevant rejection reason. The current text relating to a possible
 copyright infringement does not convey the uncertainty of the moderator's
 belief in copyright ownership and can instead seem as if the moderator is
 accusing the user of not owning the photo they submitted.

 Original text:
 > The photo has been posted elsewhere but does not appear to be your
 original work. We require that you "have the copyright or other legal
 ownership for any photo you submit". This does not include posting photos
 created by others, even if their licensing is permissive in its use, since
 copyright is not conferred to you.

 I'm proposing the following change:

 > The photo has been previously posted elsewhere, but due to our limited
 resources we are unable to verify ownership of the photo. We require that
 you "have the copyright or other legal ownership for any photo you
 submit". This does not include posting photos created by others, even if
 their licensing is permissive in its use, since copyright is not conferred
 to you.

 > If you do have the copyright, we apologize, but hope you understand our
 abundance of caution. Reply to let us know and provide some verification
 of that fact and we can remove the block that prevents you from
 resubmitting the photo.

 Bear in mind this text is within the context of a general rejection
 template and does not comprise the entirety of the email being sent.
