Comment:

 As you can see in https://make.wordpress.org/polyglots/teams/ the locale
 should be should be 'art_xpirate'.

 So try renaming 'banner-772x250-pirate.png' into 'banner-
 772x250-art_pirate.png'
 (It could probably also work with banner-772x250-art.png too, but then it
 would also match art_xemoji, which might be, well, different. :)
