#7012: Add a checkmark or something to say when it's the final patch

 In today's early bug scrub, we discussed this ticket:
 https://core.trac.wordpress.org/ticket/50523

 Yet, the patch wasn't 100% done yet and still being worked on.
 So, I think it would be handy if we had a sort of checkbox when uploading
 a patch that said: "Final patch" or something for that trac ticket. So,
 it's clear when testing instructions can be written or when a patch can be
 tested and when it's feature complete.

 This is a rough idea and we should think about it and discuss how it's
 going to work in this ticket.
