 Currently, user notes on forum profiles often include information that's
 very relevant to the work of plugin review team members, but they are
 unable to see them without Moderator status.

 It would also be very useful for them to be able to *add* user notes that
 others can see.

 It would be ideal to have another role that allows people to view and
 leave user notes, without also having all the other moderator
 capabilities.
