 Which is why?
 To make the zips smaller? - this is a complete non-issue nowadays, e.g. WP
 gutenberg/react is so bloated, that file size/bundling unnecessary stuff
 is not something anyone is concerned with anymore.

 Exactly, which is why WP should enforce this.
 This is just like how Google now enforces accessibility by including it in
 Lighthouse reports and including it for SEO ranking.
