 Why are they not going to comply? WP core and tons of plugins already have
 it.

 Why? The underlying reason is very clear:
 Make the web more accessible.

 The benefit of a map file is that errors get more accessible for every
 plugin user, for end users and for the plugin authors themselves, since
 they will receive more actionable errors.

 It's only hearsay atm why this shouldn't be introduced, I didn't really
 get any compelling arguments of the drawbacks of enforcing this.
