 This proposal is needed for the current state of reviews. Perhaps the
 entire review workflow needs re-thinking. One proposal that came up in
 #forums bug scrub is to limit review editing to the same 1 hour window as
 other forum posts. Additionally, add a button or action link to reviews
 that allows reviewers to archive their current review and create a new
 one. This way the usual notifications process should work normally,
 eliminating the need for special handling of edits.
