 This is worth exploring. Identifying the right form of incentive would
 help achieve the desired outcome.

 please shoot it down in animated flames.  Why to plugin devs animate
 icons? To stand out in the search lists!  So if the plugin search
 algorithm could detect animations and bury animated icons at the bottom,
 plugin devs would quickly revert to static.
