 Requests to paginated states of homepages should 301 to the respective
 homepage. This should apply to wordpress.org and rosetta sites. E.g:

 - https://fr-ca.wordpress.org/page/3/ > https://fr-ca.wordpress.org/
 - https://fr.wordpress.org/?paged=5 to https://fr.wordpress.org/
 - https://de.wordpress.org/page/5/?paged=5 to https://de.wordpress.org/
