 Not ll plugin authors minify their files. For example Akismet
 https://plugins.trac.wordpress.org/browser/akismet/trunk/_inc/akismet.js .
 I can't speak for all developers and creators, but its a broad area to
 assume that most or all themes and plugins use build tools to generate js
 and css.
