 I agree, but this can only be enforced during the initial plugin or theme
 review process. Some developers do not know how to generate map files. Its
 good practice but something like this will take sometime and planning.

 Do you have any suggestions on how best to handle this for existing themes
 and plugins (as there are thousands)?
