 While looking at #7213 I noticed that the inactive theme translation
 projects notice is:

 > This theme is no longer listed in the theme directory. Translations
 remain for archiving purposes.

 However, theme projects are also marked as inactive if the theme hasn't
 been updated in 2+ years.
