 If I understand correctly, we are currently combining IP Geo-location with
 browser language. The issue does not appear so much detection but A)
 Showing the message in more places and B) Improving the content of the
 message.

 I would propose suggesting a specific language (just as it works now) but
 also adding a direct link to [https://make.wordpress.org/support/handbook
 /contributing-to-the-wordpress-forums/support-forums-in-your-language/ the
 full list of languages], as @sterndata suggests.

 **Show the banner in more places**

 Let's show the banner in https://wordpress.org/support/forums/
 Any other places where we could also show it?

 **WP.org site redesign**

 Let's take into account that the wp.org is being redesign and go for
 something simple, as it will likely need to be revisited once the new
 design has been rolled out.
