 Because for all purposes, screen readers do not pay much attention to
 figures. Joe may disagree with me but I have never seen much value come
 from using these elements for accessibility.

 I think number 7 is okay as well. No need to state the obvious.

 My worry with this approach is the figcaption will likely still get read
 as a caption to screen readers so that could be some undesired behavior.
