 Just noting that the last 10 users registered that have a blank
 display_name are 2019~2020 dated, and in each case have a First or Last
 name set that contains UTF8 characters that appear garbled.

 I can't reproduce creating or updating a user in such a way that creates a
 blank display_name.. it might be time to do a database back-fill and see
 if this issue appears again.
