 @matt, the chart in its current state, no matter how it came about, was
 helpful, so please bring it back while we work as a community to create a
 better solution for the future.

 Holding this information hostage from plugin developers is only going to
 cause more problems for everyone involved and WordPress as a whole. As you
 say, feedback loops are important, so please give us back the only
 valuable user feedback that we've had from the repo

 Once we have this chart back, we can then open a separate trac ticket to
 discuss what the future version of plugin stats could be like for
 developers. This is the best way forward for everyone.
