 It seems very much worth building an API.

 The primary justification for even storing this data is if its made
 available to be consumed - and to all.

 If not plugin owners, then who does have the right to consume information
 on plugin installation growth? If nobody, then presumably WordPress
 shouldn't store it at all. If *anybody* **does** have the right to consume
 this data, then how does one obtain this permission?
