#6328: Provide no-content versions of betas and RCs

 The zip files for stable releases are made available in `-no-content`
 variants (eg. https://wordpress.org/wordpress-6.0-no-content.zip) which
 exclude the `wp-content` directory.

 It would be great if beta and RCs were available as `-no-content` variants
 too, so users can test pre-release versions without installing the bundled
 themes and plugins.
