 Update: Was able to get author to remove animation by submitting a request
 on the plugin's support page. See https://wordpress.org/support/topic
 /remove-banner-gif-please/#post-15675720

 Author was very responsive and easy about it.

 Maybe start doing similar for other authors. Awareness is good medicine.
