 A plugin's zip file remains available on the downloads server pretty much
 forever. As a case in point, this plugin for app.net was developer closed
 some years ago https://downloads.wordpress.org/plugin/rapid-adn-widget
 .latest-stable.zip

 I think it's safe to remove the download files once a plugin has been
 permanently closed, either by the plugin developer or by the plugin team.
