 Until now, commite/patches/tickets were tagged with needs-docs and needs-
 codex. With the update of documentation spaces to DevHub and HelpHub those
 tags are confusing to  new and experienced docs team members a like, as to
 which tag belong to which documentation hub.

 Would it be possible to retire the old tags and create new ones?

 needs-helphub
