 While looking at some translation projects (via #6198), it can be
 confusing when there's lots of translators who haven't been active in
 recent times, causing confusion while trying to determine who is active.

 Currently the table is sorted by the number of strings.

 For example, https://translate.wordpress.org/locale/mk/default/wp/dev/ has
 39 translators listed, the vast majority who have not been active in
 years.

 It would be useful (IMHO) if it listed those active within the last year,
 followed by older contributors, then sorted by total strings.
