 Plugin Directory: Search: Use the full locale for localised searches, eg,
 `pt_BR` rather than `pt`.

 Previously we have used 'short' locales for some searching, but all
 current plugins in the search index are keyed using the full locale,
 causing localised searches to now fail to match against the translated
 texts.
