 I agree with folks above that the Theme Directory definitely needs a
 refresh! Not sure what the timing might be but I can imagine it being one
 of the next steps in the ongoing

 org-homepage-and-download-page-redesign WordPress.org redesign] work to
 revisit this section (both on the website and in the CMS).

 As an near-term solution, I love the idea of adding a new tab for Block
 themes (alongside Popular, Latest, etc) as suggested in the OP. This
 enhancement seems like it would add clarity to the current experience and
 help a lot with discoverability/awareness around there being different
 types of themes.
