#6397: Update Twenty Ten `Tested up to` values

Twenty Ten was the only theme that did not have source code changes when
6.0 was released, and so an update was not pushed (see
 [https://core.trac.wordpress.org/ticket/55810Core-55810]).

It seems that changes to a theme [https://wordpress.org/themes/getting-
started/ cannot be uploaded using the usual means] unless the ZIP file
represents a new version that can be tagged/released. Uploading a ZIP with
only the `Tested up to` values being changed did not work.

Would it be possible to manually update the `readme.txt` and `style.css`
files in Twenty Ten to indicate that it has been tested against WordPress
6.0? This is not a huge deal, but it would be nice for this to be
 accurate.

Related: Core committers can upload new versions of themes since [10927].
