 Just noting that if you're logged in to WordPress.com (Which is where
 WordPress.TV is hosted), you should be able to see the upload buttons in
 my quick testing.

 I'm not sure why that's the case - there's been no code changes since May
 last year.

 So temporary workaround: Create & login to a WordPress.com account.
