 This is technically a duplicate of #5424, but as there's more activity in
 this ticket, I'll close that one for now.

 I agree we should probably extend the locale suggestion banner to be
 displayed on all forum pages that aren't directly related to a plugin or
 theme, and not just on the front page (users may never see the front page
 of the forums)
