Comment:

 This looks like it's a global header JS issue rather than anything
 specific to translate.w.org

 I've reproduced this on login.wordpress.org when resizing the browser
 window.

 Reported upstream as https://github.com/WordPress/wporg-mu-
 plugins/issues/170 - Keeping this open as I suspect there might be
 something login.w.org specific in play here too.
