Comment (by dd32):

I've been unable to spot how to add a filter on the pasted data. Perhaps
someone with more Gutenberg experience will be able to.
My thought was that if the pasted content matched
 [https://github.com/WordPress/wordpress.org/blob/trunk/wordpress.org/public_html
 /wp-content/themes/pub/wporg-support/js/forums.js#L25-L63 the existing
rules] to auto-wrap it into a `wp:code` block, or, to prompt the user with
something like `Select what to do with your paste: Insert a log (code
block); Insert a code block (code block); Just insert (default Gutenberg
 behaviour)`

 However, I spotted https://github.com/WordPress/gutenberg/issues/38064
which is going to be an issue on the forums.
