 Due to how the test site is configured, I believe users need to be added
 manually. Others: Please ping in #meta or #forums.

 I've added you to the site, that should allow you to create topics and
 replies.

 This is something that we all agree with, and based on how the Block
 Editor currently works, this should not be detrimental compared to the
 current experience.
