 There's an ongoing discussion on Make Meta about various proposals to the
 global nav menu structure:

 This ticket is to propose a plan for deciding on the new structure and
 rolling out the change. **It's not intended as a place to discuss ideas or
 merits for what the new navigation structure should be** - that's better
 done in the Make Meta post, or in discussions organized by the Marketing
 and Design teams.

 Proposed plan:

 1. Marketing Team to discuss the proposal in their next meeting and set a
 timeline for making a decision.
 2. Marketing Team to discuss ideas and decide on a new structure.
 3. Design Team to review new structure.
 4. Marketing and Design Teams to agree on and approve final structure.
 5. Final approved structure posted in this ticket.
 6. Meta team will deploy the changes.

 Does that plan seem reasonable?
