 There's been an uptick in reports in the last month of this, I suspect
 this might be related to the fact that we generate the resized versions of
 the images, and as of #core55443 also webp images. That corresponds with
 the OOM fatals being during image-save [https://github.com/WordPress
 /wordpress-develop/blob/trunk/src/wp-includes/class-wp-image-
 editor.php#L601 class-wp-image-editor.php:601].

 To take https://wordpress.org/photos/photo/33462fcf29/ for example, the
 following files were generated:

 although some images, such as
 https://wordpress.org/photos/photo/91462f0d89/ don't generate any resized
 variants / webp's - the thumbnails (including original, and 2x in the
 srcset) and singular view all use the full size image.

 (Both of the above images were uploaded within the last 24hrs)
