 Plugin Directory: Properly show "10+" for Active Installs on WordPress.org
 plugin pages.

 The API (and therefor WordPress core) properly show 10+ here, but on
 WordPress.org we were incorrectly checking for `<=`.

 0 = Less than 10, 10 = 10+, 20 = 20+, etc.

 Props hardiksharma for noticing.
 Fixes #6281.
