 If someone complains about a formal languagepack not created, it is
 difficult to find if that is true. It would be great if that could be
 improved

 Could probably be a good thing to write up a meta-ticket about how to ease
 navigation. The tricky thing is that you'd kind of need two parallel
 stacks of breadcrumbs: via the project and via the locale. Don't know how
 to make that nice.
