 want to look for the "small projects" to translate...?

 Not per se, image that a plugin that first had 50 strings in total does a
 big update and it has 150 strings now. It goes WAY back then. But maybe
 that's another thing that can be solved by something that's reported in
 the past. Which is #5339

 The issue is mostly, when you sort on "remaining strings (least first)"
 you first get those that are ALMOST completed and have 1-2 strings left.
 Then you get a whole boat load of still unstarted translation projects
 before you get the ones where at least one or two strings are translated.
