 It's already there. The language bar shows up based on the language chosen
 in your browser.

 If you're using Chrome, go to chrome:settings. Search for Language in the
 settings, and you will find a setting to "Order languages based on your
 preference". Add a language other than English to that list, and we'll
 start showing that on the homepage and the support page, as well as the
 plugin/theme pages.

 Your browser tells the language to the site, and the site shows that based
 on that information and what sites we have in what languages.
