 I'd say that this ticket touches a bigger "problem/opportunity".
 When changes are made to the list of approved projects, then it would be
 good to store "transaction history": Who did the change, list of approved
 projects before and after the change. This would make it possible to roll-
 back mistakes (Ref. https://meta.trac.wordpress.org/ticket/5719 for
 instance)
 Perhaps there could also be a comment field that the GTE/LM could fill in,
 if needed, say with a URL to a PTE request. (There could even be two
 comment fields, one public and one that can only be seen by those users
 that have access to edit the PTE list.)
