While today we do our best to contact people when their accounts are
flagged, this wasn't always true. In addition, we cannot be sure emails
are delivered (thanks, Yahoo).
1. We need to document 'what does it mean to be flagged' -- this page
should include a quick faq that also explains how to request being UN
flagged (including 'generally don't ask, if you keep posting, we'll unflag
you') and to use SLACK if you have questions, not to post in the forums.
2. LINK to this page in the message that says you've been flagged.
We cannot expect people to magically know in a vacuum after all.
