 In order to prevent issues with beta and featured plugins being
 repurposed, we should remove the ability for people to self-transfer
 ownership to any plugin listed here:

 https://wordpress.org/plugins/browse/beta/
 https://wordpress.org/plugins/browse/featured/

 This is redundant for most featured plugins (like Gutenberg, too many
 users) but can protect end users.
