 The pre-footer area on Rosetta homepages like https://gd.wordpress.org/
 use a legacy/variant layout (three columns and a row for 'WordPress
 Users', as opposed to the four-column layout).

 The three-column layout contains several performance and SEO issues, which
 can be 'fixed' by instead updating/standardising the layout.
