 I would suggest that should be the first thing to follow up on here.
 Perhaps considering what plugin directory guidelines that exist that could
 be relevant, but have no theme directory equiv. You'd probably looking at

 guidelines/#12-public-facing-pages-on-wordpress-org-readmes-must-not-spam
 #12] and [https://developer.wordpress.org/plugins/wordpress-org/detailed-
 plugin-guidelines/#18-we-reserve-the-right-to-maintain-the-plugin-
 directory-to-the-best-of-our-ability #18] be made effective sooner-than-
 later and use reasonable discretion on enforcement during a "notice
 period" to existing authors to clean up their act.
