 There are a few reasons why there would be no committers to a plugin, but
 the primary are:

 * Authors are banned (if so, we do not wish to give them free advertising)
 * Author has request a GDPR removal (if so, we should make sure we don't
 accidentally display information they wish removed)

 This is not a perfect fix, nor does it address all concerns, but it is a
 start.
