#5633: Allow `title` attributes to be translated without triggering warnings

Currently GlotPress triggers a translation warning when the HTML tag
differs between original and translation, that includes a scenario like
the following:
{{{
Original: Foo Bar <a href="%s" title="Baz">Qux</a>
Translation: ほげ ぴよ <a href="%s" title="ふが">ほげら</a>
}}}
It should be expected that the `title` attribute may differ, as it should
normally be translated.
Here's a [https://translate.wordpress.org/projects/wp-plugins/options-for-

tw/default/?filters%5Bstatus%5D=either&filters%5Boriginal_id%5D=11331741&filters%5Btranslation_id%5D=82252155
real-life example] in a random plugin.
Are there any other HTML attributes which should be considered normally
translatable?
