 Currently, a userID is attached to a post when a user clicks "report this
 topic".   There are a few users who abuse this, and it would be great to
 be able to see what topics a user has reported.

 One way would be to create a list of topics from a link on the user's
 forum profile. Another would be to add a user note to the reporting user.
 In either case, a moderator (and these should be restricted to moderator
 or greater) would be able to see what else a user has reported and either
 contact the user ("Hey, NSFW does not mean what you think it does) or take
 some sort of action if it's abuse.
