 When a user is flagged, their replies are held and require a moderators to
 manually approve them, but only the reply it self, postmeta is still
 updated as usual.

 This can lead to confusion for users if for example a support rep marks a
 topic as resolved.

 "Saving" the postmeta changes to be applied later would be a bit complex,
 and might not be needed, let's instead make a simpler approach, and remove
 unnecessary topic options from the postbox area if a user is flagged.

 Currently this would just include the "Reply and mark as resolved" option,
 but i think it would give a better user experience overall, and the
 ability to mark a topic as resolved after the fact still exists in the
 sidebar.
