 Plugin representatives/authors (and theme ones when that is implemented)
 have the option to sticky their own topics if they wish to, but they do
 not have control over closing topics.

 The reasoning for this is simple, knowing when to close a topic, to not
 cause more harm than good, isn't something everyone has a good enough
 grasp of, and the end result for the users can often be a very negative
 one as a result. Based on this, the ability to lock a topic has been
 (rightfully so, in my opinion) restricted to moderators of the forums.

 But there is a case to be made for announcement posts made by authors,
 with new versions, special situations needing a sticky topic and similar,
 and having them sticky, but not close, such a topic is often counter
 productive.

 We should allow a support rep/author the ability to close a topic, but
 only if it's their own topic, **AND** there are no replies to the topic
 already. The second criteria is to avoid them closing a discussion, for
 example if they are unhappy with the way it is evolving, if there's a case
 to be made there, it is often much better to report a topic and have an
 experienced moderator have a look and help diffuse the situation.
