 Almost all GTE's have made the same mistake at least once.
 See the attached image of current UI:
 When a GTE needs to assign a user as PTE for a theme or a plugin, they
 need to click **next to** the category name and **not in its box or
 circle** since a click in the box means "All subprojects".
 If one saves the settings before realizing the mistake, any previous list
 of assigned specific projects will be gone.

 This UI needs to be redesigned.
 One possibility could be that "All projects in XXX" would occur as a
 checkbox in the pane to the right, on top of the filter and listbox.
