 Currently, the control to toggle the "flag for moderation" is only
 available next to any of their posts or replies.
 This means that when you're on their profile page, you'll have to find at
 least one of their posts in order to flag the user. And, slightly more
 disturbing: There seems to be no way to flag someone if no posts are
 available. That could be useful as a precaution, to flag users who have
 spammed in other places (make blogs, trac, etc.)
